Legislative Commission Appoints Laena St-Jules to Nevada Commission on Ethics
McDonald Carano congratulates Laena St-Jules on her appointment to the Nevada Commission on Ethics. Prior to joining McDonald Carano in 2025, Laena served for six years in the Nevada Attorney General’s Office. Laena is a member of McDonald Carano’s Appellate Practice Group and Commercial & Complex Litigation Practice Group. Laena also has over five years of experience in private practice at multinational law firms in New York.
The Commission consists of eight members, four appointed by the Governor and four appointed by the Legislative Commission. Laena is a Legislative Commission Appointee. Her four-year term begins June 2026. The Commission interprets and enforces the Ethics in Government Law set forth in NRS Chapter 281A (“Ethics Law”). The Ethics Law applies to public officers and public employees in the State of Nevada who are appointed or elected to a position in, or are employed by, the State, a county, a city, improvement district, school board or other political subdivision.
The Ethics Law establishes the public policy and standards of conduct necessary to ensure the integrity and impartiality of government, free from conflicts of interest between public duties and private interests of state and local public officers and employees. The Commission and its staff focus on four main functions: (1) interpreting and enforcing the provisions of the Ethics Law; (2) investigating and adjudicating public complaints alleging ethics violations by public officers and employees; (3) providing outreach and education to public officers and employees to enhance their awareness and understanding of ethics requirements and prohibitions under Nevada law; and (4) accepting and monitoring various filings required of certain public officers. The Commission does not have jurisdiction over private attorneys, judges, private employers/employees or members of advisory bodies.
