Amanda Yen Recognized for Service on Nevada Commission on Ethics

McDonald Carano would like to acknowledge and thank Amanda Yen for serving two, four-year terms on the Nevada Commission on Ethics. Amanda was appointed by the Legislative Commission to serve from December 2016 to December 2024. During the November 13, 2024 meeting, the Commission entered into the record a “Proclamation honoring Commissioner Amanda Yen’s years of service to the Commission … expressing extensive gratitude for her dedicated service to the State of Nevada and to the Constitution of the United States.”

The Proclamation highlights “Amanda’s tremendous legal acumen, commitment to the truth, and passion for proper government accountability” as well as her “dedication to integrity and upholding Ethics in Government, with her most memorable attributes being her sharp analytical mind, clear and concise communication, and interminable professionalism.”

The Nevada Commission on Ethics consists of eight members, four appointed by the Governor and four appointed by the Legislative Commission. The Commission interprets and enforces the provisions of the Ethics in Government Law set forth in NRS Chapter 281A (“Ethics Law”). The Ethics Law establishes the public policy and standards of conduct necessary to ensure the integrity and impartiality of government, free from conflicts of interest between public duties and private interests of state and local public officers and employees.

The Commission and its staff focus on four main functions:

  1. Interpreting and enforcing the provisions of the Ethics Law.
  2. Investigating and adjudicating public complaints alleging ethics violations by public officers and employees.
  3. Providing outreach and education to public officers and employees to enhance their awareness and understanding of ethics requirements and prohibitions under Nevada law.
  4. Accepting and monitoring various filings required of certain public officers.

WHEREAS, Amanda Yen, Esq. was appointed to the Nevada Commission on Ethics by the Legislative Committee and served with great distinction as a valued member from December, 2016 to December, 2024; and

WHEREAS, Amanda received her Bachelor of Arts in International Studies and Theatre Arts from Pepperdine University and her Juris Doctorate from the William S. Boyd School of Law, University of Nevada-Las Vegas; and

WHEREAS, in her private capacity, Amanda is a partner in the law firm of McDonald Carano where her extensive legal career focuses on Commercial and Complex Litigation and Appellate Law; and

WHEREAS, Amanda, served two, four-year terms on the Commission during a time of momentous growth wherein the Commission fulfilled its mission to ensure the public’s trust in government through increased outreach and education, including State-wide training presentations, issuance of detailed confidential advisory opinions, and the development of substantive statutory provisions and procedural regulations to enhance ethical responsibilities of public officers and employees while ensuring fairness and due process of law in Commission proceedings; and

WHEREAS, Amanda’s tremendous legal acumen, commitment to the truth and passion for proper government accountability empowered the Commission and was instrumental in appropriately steering litigation, resolving matters through considerate and persuasive mediation and the issuance of thoughtful, well-reasoned opinions; and

WHEREAS, Amanda’s community service endeavors are exemplified by her long standing loyalty in leadership with Meritas, as well as, her membership in the Sierra Club and participation on the Polycystic Kidney Disease Foundation Board of Directors; and

WHEREAS, Amanda’s lasting imprint on the Nevada Commission on Ethics will showcase her dedication to integrity and upholding Ethics in Government, with her most memorable attributes being her sharp analytical mind, clear and concise communication, and interminable professionalism; and

THEREFORE, be it resolved that the Members and Staff of the Nevada Commission on Ethics hereby express their extensive gratitude to Commissioner Amanda Yen, Esq. for her dedicated service to the State of Nevada and to the Constitution of the United States.
