$299 Million Ground Transportation Center at Reno-Tahoe Airport
McDonald Carano congratulates Andy Gabriel, Josh Hicks, and Paul Bancroft on their successful client work for a new $299 million Ground Transportation Center described by the President/CEO of the Reno-Tahoe Airport Authority as “unprecedented … significant private sector investment … historic moment for our region.” The project is an example of McDonald Carano attorneys in multiple practice groups in both offices working together to represent clients in one of our state’s largest and highest profile transportation infrastructure projects. The complexity of the project is nuanced because it is structured as a Public-Private Partnership. It will be privately financed largely through a 30-year ground lease from the airport, which means the facility will be delivered substantially off-balance sheet for the airport and at no cost to local taxpayers. In 2018, the Reno-Tahoe Airport Authority (RTAA), Avis Budget Group, Enterprise Mobility, Hertz Corporation, and Conrac Solutions (CS) began discussing RTAA’s need for an on-airport centralized location for rental cars along with increased public parking. CS is the only U.S. provider of on-airport consolidated rental car facilities. Program analysis, landside study, site selection, and document negotiations continued throughout the COVID-19 pandemic. The RTAA Board of Trustees approved the project in March 2024. On May 6, 2024, the Board publicly announced “the official approval and financial close for the highly anticipated $299 million Ground Transportation Center and the project is set to deliver a state-of-the-art facility by 2028.” McDonald Carano advised Avis Budget Group, Enterprise Mobility, and Hertz Corporation on matters relating to commercial real estate, business transactions, and state and local taxation.
Highlights of the Ground Transportation Center
- Spans four floors and occupies a ground lease of approximately 440,220 square feet
- Relocate current rental car facilities from the parking garage to the new transportation center, freeing up 600 parking spaces currently occupied by rental car companies
- Six car washes, three maintenance bays, 24 fuel positions, and 300 staging/storage bays
- Covered pedestrian access a short walking distance from the terminal
