Obtaining financing for an energy project in any market is a significant challenge. This challenge stems from the fact that energy projects are by definition costly endeavors whether the project is a fossil fuel facility that uses tested technology, a renewable facility or a series of energy efficiency retrofits or upgrades. The successful construction and operation of any of these facilities involves land acquisition, consultant, engineering and other expert engagements, completion of state and local permitting requirements and in many cases compliance with the provisions of the National Environmental Policy Act (since in excess of eighty-six percent (86%) of the land in Nevada is owned by the federal government). So when the federal government announced the availability of federal grant money and low interest government loans for renewable energy and energy efficiency projects, industry developers and supporters were overwhelmingly encouraged that the renewable energy and energy efficiency industries would burgeon.

Nevada Governor Jim Gibbons recently appointed George F. Ogilvie III, Managing Partner of McDonald Carano Wilson's Las Vegas office, to serve as Chairman of the Colorado River Commission of Nevada (CRC).
Effective September 1, 2009, Ogilvie became the chair of the seven-member panel. Ogilvie was originally appointed to serve the three-year term in 2007.
The Colorado River Commission is responsible for acquiring, managing and protecting Nevada's water and hydroelectric power resources from the Colorado River. The Commission seeks to optimize, through prudent management practices, the benefits and uses of the Colorado River as a cooperative effort with the U.S. Bureau of Reclamation and the other six Colorado River Basin states.
"I am honored to serve Nevada in managing its most precious resource," said Ogilvie, a native Las Vegan and fifth-generation Nevadan. "Ensuring our state's livelihood through prudent management of its water resources is challenging, but also personally gratifying."
Ogilvie has been and remains very involved in the Las Vegas community, serving on the Las Vegas Chamber of Commerce's Government Affairs Committee and the Executive Committee of the Las Vegas Founders Club. He is a member of the State Bar of Nevada, American Bar Association, and ABA Forum on the Construction Industry.
